If the next Xbox consoles are just Xbox-branded PCs, how does Microsoft keep players inside of its ecosystem?

Like, why wouldn’t they just migrate to Steam?
I suppose there is GamePass and those Xboxes would be running Windows, but Microsoft would likely have to give up on its 30% cut from each game, as well as locking online play behind Xbox Live Gold/GamePass Core.
